Capturing Local Government Innovation Through Video




Overview

Bee Squared, a South Australian consultancy focused on process improvement, partnered with the City of Unley to transform their internal planning approval systems. In response to new statewide legislation, the council sought to streamline how development applications were assessed and processed. We were brought in to create a case study video highlighting the success of this collaboration and the positive outcomes it delivered for both the team and community.



The Approach

To visually communicate the impact of this transformation, we conducted on-site interviews with staff from the City of Unley and Bee Squared. These interviews were complemented by footage of the planning team in action, providing a practical look at the updated workflow in a real-world context.


We used a two-camera setup to ensure a professional finish and dynamic visuals, helping to keep the story engaging throughout. Pre-production planning played a key role, allowing us to coordinate with multiple stakeholders and craft a clear narrative from a technical subject.



The Challenge

The primary challenge was translating detailed operational changes into a clear, accessible story. By working closely with Bee Squared and the council, we were able to highlight the human impact of the improved processes without overwhelming the viewer with technical detail. Careful scheduling also allowed us to maximise filming time while minimising disruption to the council’s day-to-day operations.



Outcome

The finished video captured the essence of the project: a proactive council working alongside experienced consultants to bring about real and measurable improvement. One standout result was a major reduction in decision time for development applications, a success that earned the City of Unley national recognition.


Bee Squared was able to use this case study to showcase their expertise to other government organisations, and the City of Unley gained a lasting asset that demonstrates their leadership in local government innovation.
